Compliance Agreements

The purpose of the EAB quarantine is not to hinder enterprise and productivity but to limit movement of the beetle. Businesses and landowners involved in handling ash products and firewood may continue, with necessary restrictions, to operate under the direction of a compliance agreement.

A compliance agreement is a written agreement between the regulatory agency and the person moving or receiving ash.  Within the State of Indiana these agreements are administered by the Indiana Department of Natural Resources (Indiana DNR).

The USDA Animal and Plant Health Inspection Services, Division of Plant Protection and Quarantine (USDA APHIS PPQ) administers interstate compliance agreements.

Compliance agreements are available for the following persons whose businesses are conducted in quarantined areas:

  1. Operators of Sawmills
  2. Producers and Sellers of Hardwood Firewood (any type)
  3. Shippers of Ash Wood
